In an effort to complete drawing out foundation, is it a good idea to move a few frames of undrawn foundation into the cluster, or on the edges of the cluster? This is on a split I made in April, and they doing alright but not drawing out much new comb, compared to a package I installed on the same day that is almost completely draw out.

A brood area is normally flanked by frames of pollen and honey. Move the empties to a position outside the brood area, but inside the pollen/honey storage. It will entice them to draw more comb and raise more brood.

into the cluster no. at the edges of the cluster yes.

are you sure there isn't something like a frame of solid pollen or capped honey limiting the split's expansion?

if neither of the above apply, then adding a trickle of feed is typically the best thing I can do to encourage the drawing of foundation.
