My guess is they will fly in the rain.
A swarm can live for how long?
I put a swarm in a box with drawn comb yesterday but with no honey. Today it is going to rain all day. Tomorrow, they are calling for rain of 1-2 inches. So the next day they may fly will be Tuesday at the earliest.
So when bees fill up prior to swarming, how long will that sustain a colony?
