do bees dislike garlic , working in tive area I noticed there is a stong garlic smell from the garden
could the smell of garlic make them want to leave the hive and swam
trying to figure out why my bees want to swarm

I have no bee hives, but I do grow garlic chives, very strong aroma of garlic. And the bees love it!

I am trying to figure out why you might think there is some relationship between garlic and swarming?

There are a number of primary variable related to swarming (second year queen, congestion, etc). Odors as far as I know are not on the list.

I had water pooling in the garden near my garlic, and the bees were at the watering hole daily. I didn't notice any strong smell, though.

My first hive packed up and left because they were queenless, and (being new) I hadn't noticed. Not a swarm... they absconded, every last one of them. Maybe your queen was killed in the bear disruption?

My bees swarmed , I collected them ,when I put them back in there hive the Queen was there one in each hive. One hive they look like they went back to work , the other they just seem to be clustered doing nothing.

did they swarm or did they abscond?
