I was wondering if I can plant them indoors under sunlight or maybe a room with ac will help
It's around 25-27c degrees here Outside

I also started growing tomatoes they're still seedlings should I move them outside when they're big enough or is it too hot for them?

27 centigrade is 80 Fahrenheit. 80 is fine for tomatoes and probably fine for collard greens.

My garden forum on Facebook has a bee question about once a week. They kind of overlap
