For the second day now I've got 20 or more bees that are congregating on the ground about 5 feet behind the hive. They're not looking too healthy, falling over and the dead bee count is rising in this spot.

I don't know what it is and have never seen it happen, but I would cover that spot with dirt or remove a shovel or two of dirt from that spot. It is possible someone spilled a pesticide there.

It seems that they may use a number of pesticides on a yard, so it could very well be the cause of your problem. I would contact them immediately, along with your local ag dept. and your state honeybee inspector.
