I just went out and checked one of my strongest hives -3 weeks ago i added a 2nd brood box , the beekeep i got them from already had 1 super on them. Today one side of each frame is full of white capped honey! my question- will the bees fill the other side or should i add another super?

they will fill the other side. I would put another super on especially if you are wanting to draw out comb

Regarding adding spring supers I was told: "When in doubt, add..."

You could add the second super right on top of the first, pulling up a couple of capped frames of honey to bait them up to draw out more comb. You could bottom super but there is always a risk of the queen coming up and laying in any new comb that's being drawn, unless there is a good honey barrier in your top deep. While you are at it, just turn around any frames that are capped on one side only, or move them closer to the middle and swap them out with a completely capped frame, moving it out to the side.

P.S. - is that a 3 legged dog in your avatar?
