I am removing a bottom box that is so old the frames break instead of coming out. Excluder has been on for a week now, queen is above it. Lot's of bees are in it. I feel I should give it another week so if she had laid anything in it they will all be hatched out. Am I right?

21 days for a worker, 24 for a drone so..... 24 - 7 (days since excluder put on) = 17 more days to be sure everything has hatched or 14 days if you aren't worried about the drones hatching.
(Sorry if this was a hypothetical scenario for newer keeps to learn)
