That's the first I have ever heard of bees propolieing [sp] a screened bottom board.
I have mine now for 6 years I believe, and they are all completely clean, as a matter of fact I checked all 7 of the hives this week.

But like they say " live and learn "

just to somewhat address Murrell question... I have never seen honey bees propolize up hardware wire, screen wire like you might see in a screen door will become totally closed off (and thus my prior comment about the wire being appropriately sized). I have seen this in both screen bottom boards (actually built into pallets) and double screens (used extensively as cloak boards).
