Can a virgin queen get through an excluder?

Some can. I have had mated queens that had slimmed down to swarm get through.

Yes, my last year's newly mated Buckfast queens were so small, they could go through excluder. Later they fattened up.
    Sounds familiar?

They can but rarely do, i have seen the workers chase them away on the frames just like they were another worker bee. They don't get much respect until they are bred and putting off a pheromone. Jack
