What kind of bees are these?

    These are all over our dill. Of course, when I went to take a photo the wind came up. Are these carpenter bees?

    Definitely flies, diptera, as indicated by having only two wings (and not four), no "pollen pockets" on the hind legs, and other (less obvious) differences from hymenoptera (bees/wasps). I'm not familiar with US flies to say what they are, but they are not syrphid flies.
